MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:30 A.M. on March 30, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF2930 (Liebling) Omnibus Health Finance Bill – Department of Health entities funding provided; methods to reduce health care organization, group purchaser, and low-value care spending identified; advisory councils, committees, and grant programs established; lead testing and service line requirements modified; COVID-19 programs established; and money appropriated.

Chair Liebling moved that HF2930 be re-referred to the Committee on Ways and Means.

Chair Liebling moved the H2930DE1 Amendment.

Chair Liebling moved the H2930A10 Amendment to the delete everything amendment H2930DE1.

Joe Harney, House Fiscal Analyst, walked through the spreadsheet.

House Research Analysts Randall Chun, Elisabeth Klarqvist, Sarah Sunderman and Danyell Punelli gave an overview of the articles in the H2930DE1 Amendment and the H2930A10 Amendment.

Chair Liebling renewed her motion to adopt the H2930A10 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Reyer moved the H2930A5 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Bierman moved the H2930A11 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Reyer moved the H2930A19 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Reyer moved the H2930A20 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Reyer moved the H2930A21 Amendment to the H2930DE1 Amendment.

Representative Reyer moved an oral amendment to the H2930A21 Amendment as follows:

Page 1, Line 13, delete “commissioner” and insert “commission”

Randall Chun, House Research Analyst, explained the technical change.

Representative Reyer incorporated the oral amendment into the H2930A21 Amendment.

Representative Reyer renewed her motion to adopt the H2930A21 Amendment as amended to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT AS AMENDED TO THE AMENDMENT WAS ADOPTED.

Representative Fischer moved the H2930A22 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Nadeau moved the H2930A13 Amendment to the H2930DE1 Amendment.

Matt Burdick, State Government Relations Director and Dave Greeman, Chief Finance Officer, both from the Minnesota Department of Human Services, responded to member questions.

Representative Nadeau renewed his motion to adopt the H2930A13 Amendment to the H2930DE1 Amendment.

Representative Backer requested a roll call vote. The results were as follows:

Lead Schomacker moved the H2930A24 Amendment to the H2930DE1 Amendment.

Mark Kinde, Manager, Injury and Violence Prevention Section and Char Kimber. Legislative Budget Manager, both from the Minnesota Department of Health, responded to member questions.

Lead Schomacker renewed his motion to adopt the H2930A24 Amendment to the H2930DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Liebling renewed her motion that the H2930DE1 Amendment as amended be adopted.
