MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:30 A.M. on March 2, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF348 (Howard) FIRST ENGROSSMENT Cost-sharing limited for prescription drugs and related medical supplies to treat chronic disease.

Chair Liebling moved that HF349, First Engrossment, be re-referred to the Committee on State and Local Government Finance and Policy.

Representative Howard presented his bill.

HF544 (Freiberg) Pharmacy benefit manager and health carrier requirements related to clinician-administered drugs.

Chair Liebling moved that HF544 be re-referred to the Committee on Commerce Finance and Policy.

Chair Liebling moved the H0544A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Freiberg presented his bill as amended.

Representative Nadeau moved the H0544A2-1 Amendment. After discussion, he withdrew the amendment.

Representative Nadeau moved the H0544A3 Amendment. After discussion he withdrew the amendment.

Chair Liebling renewed her motion that HF544, as amended, be re-referred to the Committee on Commerce Finance and Policy.

At 11:45 A.M. Vice Chair Bierman assumed the gavel.

HF1752 (Liebling) Commissioner of human services directed to establish a prescription drug purchasing program, program authority and eligibility requirements specified, and report required.

Chair Liebling moved that HF1752 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1752DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling presented her bill as amended.

Vice Chair Bierman laid over HF1572, as amended, for possible inclusion in the Committee bill.

At 12:16 P.M. Chair Liebling assumed the gavel.

HF1665 (Bierman) Minnesota's schedules of controlled substances modified.

Vice Chair Bierman moved that HF1665 be re-referred to the Committee on Public Safety Finance and Policy.

Vice Chair Bierman presented his bill.

Vice Chair Bierman renewed his motion that HF1665 be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.

HF1711 (Elkins) Pharmacy benefit managers and health carriers required to use prescription drug rebates and other compensation to benefit covered persons, and report required.

Representative Elkins moved that HF1711 be re-referred to the Committee on Commerce Finance and Policy.

Representative Elkins presented his bill.
