MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 6:01 P.M. on March 8, 2023 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Perryman moved that the minutes of March 2, 2023 be approved. THE MOTION PREVAILED.

HF645 (Lee) Disposition of money recovered from litigation or settlement of environmental permit violations provided.

Chair Liebling moved that HF645 be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Representative Lee presented his bill.

Elisabeth Klarqvist, House Research Analyst, responded to member questions.

Chair Liebling laid over HF645 for possible inclusion in the Committee bill.

HF742 (Norris) FIRST ENGROSSMENT Firefighting foam use prohibited, exemptions allowed, reports required, and money appropriated.

Chair Liebling moved that HF742, First Engrossment, be re-referred to the Committee on Commerce Finance and Policy.

Chair Liebling moved the H0742A6 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Norris presented his bill as amended.

Chair Liebling renewed her motion that HF742, First Engrossment, as amended, be re-referred to the Committee on Commerce Finance and Policy. THE MOTION PREVAILED.

HF1486 (Frederick) FIRST ENGROSSMENT Supervised practice of alcohol and drug counseling by former students allowed for limited time, HIV training requirements modified in substance use disorder treatment programs, withdrawal management license requirements modified, and substance use disorder treatment client record documentation requirements modified.

Chair Liebling moved that HF1486, First Engrossment, be recommended to be placed on the General Register, with a further recommendation to be placed on the Consent Calendar.

Representative Frederick presented his bill.

Brian Zirbes, Government Affairs Council, Minnesota Association of Resources for Recovery and Chemical Health (MARRCH), responded to member questions.

Chair Liebling renewed her motion that HF1486, First Engrossment, be recommended to be placed on the General Register, with a further recommendation to be placed on the Consent Calendar. THE MOTION PREVAILED.

HF2494 (Coulter) Licensure requirements modified for practice of medicine and acupuncture, and professional corporation rules repealed.

Chair Liebling moved that HF2494 be recommended to be placed on the General Register.

Representative Coulter presented his bill.

HF1175 (Youakim) Medical assistance coverage modified for special education school social work services.

Chair Liebling moved that HF1175 be re-referred to the Committee on Education Finance.

Representative Youakim presented her bill.

Chair Liebling renewed her motion that HF1175 be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF1677 (Kraft) FIRST ENGROSSMENT Insurance; network adequacy provided, and report required.

Chair Liebling moved that HF1677, First Engrossment, be laid over for possible inclusion in the Health Finance and Policy Committee bill.

Chair Liebling moved the H1677A4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Kraft presented his bill as amended.

Chair Liebling laid over HF1677, First Engrossment, as amended, for possible inclusion in the Committee bill.
