EDUCATION FINANCE COMMITTEE MINUTES

Representative Laurie Pryor, Chair of the Education Finance Committee, called the meeting to order at 10:33 AM on February 7, 2023, in Room 120 of the Capitol Building.

The Committee Legislative Assistance noted the roll.

Representative Pryor assumed the gavel.

Representative Hill moved that the February 2, 2023, minutes, a technical correction, be adopted. THE MOTION PREVAILED.

HF1259 (Youakim) Obsolete general education transition aid date eliminated.

Chair Youakim moved HF 1259 before the committee to be moved the Taxes committee.

Chair Youakim presented HF 1259.

Chair Youakim renewed the motion to rerefer to the Taxes committee. THE MOTION PREVAILED.

HF 877 (Hill) Transportation sparsity revenue percent updated.
Representative Hill moved HF 887 before the committee.
Representative Hill presented HF 887.

HF 994 (Berg) Transportation for area learning center student funded, and money appropriated.
Chair Youakim moved HF 994 before the committee.

Chair Youakim moved that HF 994 be laid over for future consideration in the Education Finance omnibus bill.
HF 781(Koznick) Average Daily membership minimum hours for a disabled kindergarten pupil aligned to those of other kindergarten pupils.
Representative Bennett moved HF 781 before the committee.
Representative Koznick presented HF 781.

Chair Youakim moved that HF 994 be laid over for future consideration in the Education Finance omnibus bill.

HF 20 (Greenman) Wage credits modified, and reimbursement provided, and general fund transfer authorized.
Representative Greenman moved HF 20 before the committee to be referred to the Higher Education Committee.
Representative Greenman moved the A7 amendment before the committee.
Representative Greenman moved the A9 amendment to the A7 amendment before the committee. THE MOTION PREVAILED. THE AMENDEMENT WAS ADOPTED.
Representative Greenman moved the A7 amendment as amended. THE MOTION PREVAILED. THE AMENDEMENT WAS ADOPTED.
Representative Greenman presented HF 20 as amended.
