EDUCATION POLICY COMMITTEE MINUTES

Representative Laurie Pryor, Chair of the Committee on Education Policy, called the meeting to order at 3:01 PM on February 8, 2023 in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

Representative Frazier moved to approve the minutes from February 7, 2023. THE MOTION PREVAILED.

Overview presentation on the Professional Educators Licensing and Standards Board (PELSB) Legislative Priorities.

Presenting:

• Michelle Hersh Vaught J.D., Rulemaking Specialist, PELSB

HF1138 (Sencer-Mura); Teacher residency grant pilot program established.

Vice Chair Hill moved that HF1138 be re-referred to the Committee on Education Finance.

Vice Chair Hill moved the H1138A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sencer-Mura presented HF1138 as amended.

HF1137 (Sencer-Mura); Number of heritage language and culture teachers increased, and money appropriated.

Vice Chair Hill moved that HF1137 be re-referred to the Committee on Education Finance.

Representative Sencer-Mura presented HF1137.

Vice Chair Hill renewed the motion that HF1137 be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF 1257 (Hill); Barriers to teacher licensure removed, licensure requirements modified, and short-call substitute teacher pilot program established.

Vice Chair Hill moved that HF1257 be laid over for further consideration or possible inclusion in a future Education Policy Committee omnibus bill.

Vice Chair Hill presented HF1257.

Vice Chair Hill moved that HF1268 be laid over for further consideration or possible inclusion in a future omnibus bill.

Vice Chair Hill renewed the motion that HF1268 be laid over for further consideration or possible inclusion in an omnibus bill. The bill was laid over.
Vice Chair Hill moved that HF1224 be laid over for further consideration or possible inclusion in a future Education Policy Committee omnibus bill.

Vice Chair Hill presented HF1224.

Vice Chair Hill renewed the motion that HF1224 be laid over for further consideration or possible inclusion in a future Education Policy Committee omnibus bill. The bill was laid over.
