EDUCATION POLICY COMMITTEE MINUTES

Representative Laurie Pryor, Chair of the Committee on Education Policy, called the meeting to order at 3:00 PM on February 28, 2023 in Room 120 of the Capitol.

The Committee Legislative Assistant noted the roll.

Representative Berg moved to approve the minutes from February 21, 2023. THE MOTION PREVAILED.

HF1502 (Sencer-Mura); Ethnic studies requirement created, Ethnic Studies Working Group created, rulemaking authorized, report required, and money appropriated.

Representative Frazier moved that HF1502 be re-referred to the Committee on Education Finance.

Chair Pryor moved to adopt the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Sencer-Mura presented HF1502 as amended.

Representative Frazier renewed the motion that HF1502 as amended be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF759 (Lee, L.); Computer science education advancement provided, and rulemaking authorized.

Representative Lee moved that HF759 be re-referred to the Committee on Education Finance.

Representative Lee moved to adopt the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lee presented HF759 as amended.

Representative Lee renewed the motion that HF759 as amended be re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF651 (Hassan); Personal finance class required for high school graduation.

Representative Berg moved that HF651 be re-referred to the Committee on Education Finance.

Chair Pryor moved to adopt the DE3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hassan presented HF651 as amended.

HF358 (Urdahl); Social studies requirements modified, and school districts required to offer a course in government and citizenship.

Representative Urdahl moved that HF358 be laid over for further consideration or possible inclusion in an Education Policy Committee omnibus bill.

Representative Urdahl moved to adopt the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Urdahl presented HF358 as amended.

The following testified on HF358 as amended:

• Tom Berg, Former State Representative, Minnesota
• Mary Hartnett, Executive Director, Clean Elections Minnesota

Representative Urdahl renewed the motion that HF358 as amended be laid over for further consideration or possible inclusion in an Education Policy Committee omnibus bill. The bill was laid over.

The meeting was adjourned at 4:35 pm.
