Representative Ginny Klevorn, Chair of the State and Local Government Finance and Policy Committee, called the meeting to order at 1:01 P.M. on Friday, March 17, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Huot moved to approve the minutes from March 16, 2023. THE MOTION PREVAILED.

HF2161 (Newton); Ramsey County Library Advisory Board established, and Anoka County Library Advisory Board established.
Representative Newton moved that HF2161 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Newton presented HF2161.

Testifying on the bill:

Representative Newton withdrew the motion that HF2161 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

Representative Newton moved that HF1800 be laid over for possible inclusion in the State and Local Government Finance and Policy omnibus bill.

HF922 (Becker-Finn); Statewide Office of Appellate Counsel and Training established, State Board of Appellate counsel and Training established, head appellate counsel and program administrator established, attorneys provided to serve as counsel, counties required to utilize services of the office to provide appellate counsel for parents of juveniles, and Department of Administration directed to support the establishment of the office.
Chair Klevorn moved that HF922 be re-referred to the Ways and Means Committee.

Chair Klevorn moved the H0749DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1750 (Huot); Data practices changes made, Office of Collaboration and Dispute Resolution established, Office of Enterprise Sustainability established, expired report on state government use of eligible contractors removed, and historic properties and fair campaign practice provisions modified.
Representative Huot moved that HF1750 be re-referred to the Judiciary Finance and Civil Law Committee.
