TAXES MINUTES

Representative Aisha Gomez, Chair of the Committee on Taxes, called the meeting to order at 1:00 PM on February 1, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Vice Chair Norris moved the minutes from January 31, 2023. THE MOTION PREVAILED.

Chair Gomez moved that HF 152 be laid over for possible inclusion in the Taxes Omnibus bill.

HF 152 (Bahner) A bill for an act relating to taxation; sales and use; providing a sales tax exemption for construction materials for the North Metro Range; amending Minnesota Statutes 2022, section 297A.71, subdivision 52.

Representative Bahner presented HF 152.

Testifying on HF 152:
• Chief Eric Werner, Chief, Maple Grove Police

HF 152 was laid over for possible inclusion in the Taxes Omnibus bill.

HF 414 (Lislegard) A bill for an act relating to taxation; sales and use; providing refundable exemptions for construction materials for certain school buildings; appropriating money.

Representative Davids moved that HF 414 be laid over for possible inclusion in the Taxes Omnibus bill.

Representative Lislegard moved the HF 0414A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lislegard presented HF 414.

Testifying on HF414 as amended:
• Dr. Noel Schmidt, Superintendent, Rock Ridge Public Schools
• Anne Oelke, Principal, Ely Public Schools

HF 414 was laid over for possible inclusion in the Taxes Omnibus bill.

HF 351 (Jacob) A bill for an act to taxation; modifying sales and use taxes; extending a sales tax exemption for certain construction materials; amending Minnesota Statutes 2022, section 297A.71, subdivision 51.

Chair Gomez moved that HF 351 be laid over for possible inclusion in the Taxes Omnibus bill.

Chair Gomez moved the HF 0351A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 351 as amended:
• Karl Nahrgang, Administrative Clerk, City of Mazeppa
HF 351 was laid over for possible inclusion in the Taxes Omnibus bill.
