Representative Frank Hornstein, Chair of the Transportation Finance and Policy Committee, called the meeting to order at 08:32 A.M., on March 10, 2023, in Room 5 of the State Office Building

The Committee Legislative Assistant noted the roll.

Representative Petersburg moved the minutes of March 9, 2023. THE MOTION PREVAILED.

HF2479 (West) Electronic signature authorized to transfer ownership of vehicle to insurer after payment of damages.

Representative West moved that HF2479 be placed on the General Register.

Representative West presented HF2479.

Representative West renewed the motion that HF2479 be place on the General Register. THE MOTION PREVAILED.

HF1482 (Moller) Metro Mobility partnership pilot program established, report required, and money appropriated.

Chair Hornstein moved that HF1482 be laid over for possible inclusion in a future Transportation Finance and Policy omnibus bill.

Chair Hornstein moved the DE2 amendment to HF1482. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF2648 (Petersburg) Driver services operating account and vehicle services operating account combined into single account, driver and vehicle services fund created, and money appropriated.

Representative Petersburg moved that HF2648 be laid over for possible inclusion in a future Transportation Finance and Policy omnibus bill.

Representative Kraft moved the A2 amendment to HF1346. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Koegel moved that HF2570 be laid over for possible inclusion in a future Transportation Finance and Policy omnibus bill.

Representative Koegel moved the A1 amendment to HF2570. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1322 (Tabke) Metropolitan Council authorized to issue administrative citations for transit fare evasion, Metropolitan Council required to implement transit safety measures, civil penalties imposed, technical and clarifying changes made, and report required.

Representative Tabke moved that HF1322 be referred to the Public Safety Finance and Policy committee.

Representative Tabke moved the DE1 amend to HF1322. THE MOTION PREVAILED.
