MINUTES

Representative Franson, Chair of the Capital Investment Committee, began the meeting at 10:15 AM, on February 24th, 2026, in Room G23 of the Capitol Building. A quorum was not present.

The Committee Legislative Assistant noted the roll.

Representative Franson officially called the meeting to order at 10:17AM. A quorum was present.

Representative Lillie moved the minutes from February 19th, 2026, be approved. THE MOTION PREVAILED.

The committee heard informational testimony regarding Governor Bonding Recommendations for Minnesota Department of Agriculture.

Testifiers:
Thom Petersen, Commissioner, Minnesota Department of Agriculture.
Ryan Roles, Senior Loan Officer, Rural Finance Authority.
Nick Milanowski, Manager, Plant Protection Division, Fruit, Vegetable & Grain Section.

The committee heard informational testimony regarding Governor Bonding Recommendations for Minnesota Amateur Sports Commission.

The committee heard informational testimony regarding Governor Bonding Recommendations for Minnesota Department of Employment and Economic Development.

Testifier:
