MINUTES

Representative Bennett, Chair of the Education Policy Committee, called the meeting to order at 3:00 PM, on March 3, 2026, in Room G23 of the State Capitol Building. A quorum was present

The Committee Legislative Assistant noted the roll.

Representative Bierman moved the minutes of February 25, 2026, be approved. THE MOTION PREVAILED.

The Professional Education Licensing Standards Board (PESLB) presented Educator Licensing, Rulemaking, and Teacher Preparation.

Dr. Lucy Payne, Board Chair, Professional Education Licensing and Standards Board
Erin Doan, Director, Education Preparation and Pathways

CP113 (Mueller) Clinical Experience for Teacher Candidates

The committee held an informational hearing on CP113.

HF3635 (Hill) Interstate teacher mobility compact established.

HF 3638 (Hill) Provisions for educators licensing and standards modified rulemaking authority for paraprofessional credentials modified, additional data sharing agreement provided, professional development requirements for mental health modified, and appropriate extended.

Representative Hill moved HF 3635 before the committee.
