MINUTES

Representative Mueller, Co-Chair of the Education Policy Committee, called the meeting to order at 3:00PM, on March 17, 2026, in Room G23 of the State Capitol Building. A quorum was present.[MK1.1]

The Committee Legislative Assistant noted the roll.

Representative Jordan moved the minutes of March 11, 2026, be approved, as corrected,
THE MOTION PREVAILED.

The Minnesota Department of Education presented on Charter Authorizers and Schools.

HF3421 (Clardy) Early literacy field experience required for teachers’ candidates providing early literacy instruction, rulemaking required, and money appropriated.

Chair Bennett moved HF3421, as amended on March 10, 2026, before the committee to be placed on the General Register.

Chair Bennett moved the following oral amendment: delete Section 2 of HF3421. THE ORAL AMENDMENT WAS ADOPTED.

Chair Bennett renewed the motion that HF3421, as amended, be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 3:50PM.
