ELECTIONS FINANCE AND GOVERNMENT OPERATIONS COMMITTEE
MINUTES
Representative Quam, Co-Chair of the Elections Finance and Government Operations Committee, called the meeting to order at 1:00PM on February 23, 2026, in Room G23 of the State Capitol Building. A quorum was present.
The Committee Legislative Assistant noted the roll.

Representative Davis moved the minutes of February 18, 2026, be approved. THE MOTION PREVAILED.
HF 1667 (Schomacker) Water and sewer systems added to the definition of municipality, and maximum tort liability for certain water and sewer districts set.
Rep. Altendorf moved HF 1667 before the committee.
Rep. Altendorf moved to adopt the A1 amendment. THE AMENDMENT WAS ADOPTED.
Co-Vice Chair Altendorf moved to re-refer HF 1667 as amended to the Judiciary Finance and Civil Law Committee. THE MOTION PREVAILED.

HF 2526 (Duran) Exceptions to prohibition against gifts to local officials expanded.
Rep. Roach moved HF 2526 before the committee.
