ELECTIONS FINANCE AND GOVERNMENT OPERATIONS COMMITTEE
MINUTES

Representative Quam, Co-Chair of the Elections Finance and Government Operations Committee, called the meeting to order at 1:00PM on March 9, 2026, in Room G23 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Altendorf moved that the minutes of March 4, 2026, be approved.

HF 2185 (Witte) Flag display residential property rights limits prohibited.

Representative Davis moved HF 2185 before the committee.

Co-Chair Freiberg moved to adopt the H2185DE1 Amendment. THE AMENDMENT WAS NOT ADOPTED.

Representative Davis moved to re-refer HF 2185 to the General Register. THE MOTION PREVAILED.

HF 1849 (Gordon) Term limits provided for governor and lieutenant governor, and constitutional amendment proposed.

Representative Gordon moved HF 1849 before the committee.

Representative Gordon moved to adopt the H1849A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Gordon moved to re-refer HF 1849 as amended to the Rules and Legislative Administration Committee. THE MOTION PREVAILED.

HF 3719 (Gordon) Campaign Finance and Public Disclosure Board required to conduct a study and administer a pilot project related to the use of the campaign finance reporting software by local candidates, and report required.

Representative Gordon moved HF 3719 before the committee.

Representative Gordon moved to adopt the H3719A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Gordon moved to re-refer HF 3719 as amended to the General Register. THE MOTION PREVAILED.

HF 3721 (Altendorf) Student voter registration requirements modified for postsecondary institutions.

Co-Vice Chair Altendorf moved HF 3721 before the committee.
