ENERGY FINANCE AND POLICY MINUTES

Representative Patty Acomb, Co-Chair of the Committee on Energy Finance and Policy, called the meeting to order at 1:00P.M. on Tuesday, February 24, 2026 in Room 123 of the State Capitol.

The Committee Legislative Assistant noted the roll.

Representative Kraft moved that the minutes from February 19 be approved. THE MOTION PREVAILED.

• Eric Horent, Chief Financial Officer, Minnesota Climate Innovation Finance Authority

HF2986 (Kraft) Additional information in a public utility’s resource plan required, public utilities directed to file a virtual power plant tariff and program with the Minnesota Public Utilities Commission, cost recovery, and reports required.

Representative Kraft moved that HF2968 be laid over.

Representative Kraft moves the DE6 amendment. THE MOTION PREVAILED, THE AMMENDMENT WAS ADOPTED.

Representative Kraft presented HF2986 as amended.
