MINUTES

Representative Swedzinski, Chair of the Energy Finance and Policy Committee, called the meeting to order at 1:01 PM on March 12, 2026, in Room 123 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Baker moved that the minutes of March 10, 2026, be approved. THE MOTION PREVAILED.

HF 3830 (Sexton) Reporting requirements for recoverable expenses in rate cases modified, and sunset of cost recovery for gas utility infrastructure costs eliminated.

Representative Sexton moved that HF 3830 be referred to the General Register.

HF 3830 was laid over.

HF 3688 (Sexton) Expenditures on fuel-switching improvements made to low-income
households allowed to apply to low-income conservation spending requirements for municipal utilities and cooperative electric associations.

Representative Sexton moved that HF 3688 be re-referred to the General Register.

Representative Sexton moved the H3688DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
