ENERGY FINANCE AND POLICY MINUTES

Representative Larry Kraft, Vice Chair of the Committee on Energy Finance and Policy, called the meeting to order at 1:00P.M. on Tuesday, March 10, 2026 in Room 123 of the State Capitol.

The Committee Legislative Assistant noted the roll.

Representative Carrol moved that the minutes for March 5, 2026, be approved. THE MOTION PREVAILED.

HF3458 (Acomb) Tribal lands exempted from provisions governing exclusive service areas for electric utilities.

Chair Acomb moves that HF3458 be referred to the General Register.

Chair Acomb moved the H3448A1 Amendment THE MOTION PREVAILD. THE BILL WAS AMENDED.

Chair Acomb presented HF3458 as amended.

HF3912 (Hollins) Utility allowed to charge a fee to a customer who has entered into a payment agreement and whose household income is 50 percent of state median income, utility allowed to charge a reconnection fee, and utility allowed to charge a late payment charge subject to conditions.

Representative Hollins moved that HF3912 be laid over.

Representative Hollins moved that the A1 amendment be adopted. THE MOTION PREVAILD, THE AMENDMENT WAS ADOPTED.
