MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:00 PM, on February 19, 2026, in Room G3 of the Capitol Building.

A quorum was present.

Introductions of new committee staff.

The following individuals presented an update of PFAS pollution prevention and management activities, and the PFAS Reporting and Information System for Manufacturers (PRISM) System:

Kirk Koudelka, Assistant Commissioner, Minnesota Pollution Control Agency
Tom Johnson, Director of Government Relations & External Affairs, Minnesota Pollution Control Agency

The following individuals testified on the Minnesota Pollution Control Agency’s PRISM System.
