HOUSE ENVIRONMENT AND NATURAL RESOURCES FINANCE AND POLICY COMMITTEE MINUTES
Representative Peter Fischer, Co-Chair of the Environment and Natural Resources Finance and
Policy Committee, called the meeting to order at 1:00 PM on Tuesday, March 10, 2026, in Room G3 of the Capitol Building.

The Committee Legislative Assistant noted the roll. Members present:

Representative Hansen moved that the minutes from March 5, 2026 be approved. THE MOTION PREVAILED.

HF793 (Scott) – Certified salt applicator program established, liability limited, and report
required.

Co-Chair Heintzeman moved that HF793 be re-referred to the Judiciary Finance and Civil Law Committee.

Co-Chair Fischer moved the A1 amendment to HF793. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Scott and Representative Hollins presented HF793 as amended.

HF3793 (Pursell) – Certain users of large amounts of groundwater required to apply for their
own water-use permit instead of modifying an existing municipal permit.

Representative Pursell moved that HF3793 be laid over for possible inclusion in a future bill.

Representative Gottfried moved that HF3699 be re-referred to the General Register.

Representative Gottfried moved the DE1 amendment to HF3699. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gottfried presented HF3699 as amended.

Representative Gottfried renewed the motion that HF3699 be re-referred to the General Register. THE MOTION PREVAILED.

HF3322 (Franson) – Plastic bottle excise tax proposed.

Co-Chair Fischer moved that HF3322 be laid over for possible inclusion in a future bill.

Co-Chair Fischer moved the DE2 amendment to HF3322. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Franson and Representative Hansen presented HF3322 as amended.
