HOUSE ENVIRONMENT AND NATURAL RESOURCES FINANCE AND POLICY COMMITTEE MINUTES
Representative Peter Fischer, Co-Chair of the Environment and Natural Resources Finance and
Policy Committee, called the meeting to order at 1:00 PM on Tuesday, March 17, 2026, in Room G3 of the Capitol Building.

The Committee Legislative Assistant noted the roll. Members present:

A quorum was present.

Representative Finke moved that the minutes for March 10, 2026 be approved. THE MOTION PREVAILED.

There was a mistake noted on the minutes for March 12, 2026. The minutes were laid over for correction.

HF4222 (Gottfried) – State parks added to and deleted from, and sales and conveyances of surplus state lands authorized.

Representative Gottfried moved that HF4222 be re-referred to the Committee on Ways and Means.

Representative Gottfried moved the A4 amendment to HF4222. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gottfried presented on HF4222 as amended.

Chair Fischer moved the A5 amendment to HF4222.

Chair Fischer withdrew the A5 amendment to HF4222.

Representative Gottfried renewed the motion that HF4222, as amended, be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Co-Vice Chair Pursell assumed the gavel at 1:13PM.

HF4224 (Fischer) – Notice requirements for water discharges modified.

Co-Chair Fischer moved that HF4224 be re-referred to the General Register.

Co-Chair Fischer renewed the motion that HF4224 be re-referred to the General Register. THE MOTION PREVAILED.

HF3643 (Fischer) – Melissa and Mark Hortman Memorial State Park established, report required, and money appropriated.

Co-Chair Fischer moved that HF3643 be re-referred to the State Government Finance and Policy Committee.

Co-Chair Fischer moved the DE3 amendment to HF3643.

Co-Chair Fischer offered an oral amendment to the DE3 amendment to HF3643 as follows:
Page 1, line 1.3, delete Section 1.
THE MOTION PREVAILED. THE ORAL AMENDMENT TO THE AMENDMENT WAS INCORPORATED.

Co-Chair Fischer renewed the motion to adopt the DE3 amendment, as amended, to HF3643. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Fischer presented HF3643 as amended.

Co-Chair Fischer renewed the motion that HF3643, as amended, be re-referred to the State Government Finance and Policy Committee. THE MOTION PREVAILED.

HF3426 (Jordan) – Funding provided from environment and natural resources trust fund, and prior appropriations extended.

Representative Jordan moved that HF3426 be laid over for possible inclusion in a future bill.

Co-Chair moved the A10 amendment to HF3426. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Fischer moved the A11 amendment to HF3426.

Co-Chair Fischer recessed the meeting at 1:28PM.

Co-Chair Fischer reconvened the meeting at 1:29PM.

Co-Chair Fischer renewed the motion to adopt the A11 amendment to HF3426. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF3426, as amended, was laid over.

The meeting was adjourned at 1:31PM.

Handouts must be in PDF format with OCR capability. In-person testimony may be limited due to committee time constraints.

AMENDMENT DEADLINE: Amendments must be e-mailed to the committee administrator by 3 p.m. the day prior to the hearing.
