MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:02 PM, on March 24, 2026, in Room G3 of the Capitol Building.

A quorum was present.

Vice Chair Burkel moved the minutes of March 17, 2025, be approved. THE MOTION PREVAILED.

Vice Chair Burkel moved the minutes of March 12, 2025, be approved. THE MOTION PREVAILED.

HF 4253 (Bliss) Rule amendments on boat storage structures in public waters required.

Chair Heintzeman moved that HF 4253 be laid over for possible inclusion in a future bill.

Chair Heintzeman moved the H4253DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individual testified on HF 4253 as amended:

Jason Moeckel, Assistant Division Director of Ecological and Water Resources, Department of Natural Resources.

Chair Heintzeman renewed the motion that HF 4253 be laid over for possible inclusion in a future bill.

Chair Heintzeman laid over HF 4253.

HF 4019 (Schultz) Mt. Simon-Hinckley aquifer appropriation permits eligibility criteria expanded.

Representative Schultz moved that HF 4019 be placed on the General Register.

Representative Schultz moved the H4019DE4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Schultz moved the H4019A1 amendment.

Representative Schultz moved to incorporate the oral amendment to the H4019A1 amendment: Line 1.6, delete “installation of” and insert “a water permit has been granted”. Line 1.7, delete “a new well”. THE MOTION PREVAILED. THE ORAL AMENDMENT WAS INCORPORATED.

Representative Schultz renewed the motion to adopt the H4019A1 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

The following individuals testified on HF 4019 as amended:

Jason Moeckel, Assistant Division Director of Ecological and Water Resources, Department of Natural Resources.

Representative Schultz renewed the motion that HF 4019, as amended, be placed on the General Register. THE MOTION PREVAILED.

Vice Chair Burkel assumed the gavel at 1:28 PM.

HF 4257 (Heintzeman) Date by which manufacturers are required to submit information about products containing intentionally added PFAS modified, and use of PFAS in products as currently unavoidable uses clarified.

Chair Heintzeman moved that HF 4257 be laid over for possible inclusion in a future bill.

Chair Heintzeman moved the H4257A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Heintzeman renewed the motion that HF 4257, as amended, be laid over for possible inclusion in a future bill.

Vice Chair Burkel laid over HF 4257.

HF 4149 (Heintzeman) Soil and water conservation provisions modified.

Chair Heintzeman moved that HF 4149 be placed on the General Register.

Chair Heintzeman moved the H4149A1 amendment.

The following individual testified and provided a walkthrough of the H4149A1 amendment:

Chair Heintzeman withdrew the H4149A1 amendment.

Chair Heintzeman renewed the motion that HF 4149 be placed on the General Register. THE MOTION PREVAILED.

Chair Heintzeman assumed the gavel at 2:30 PM.

HF 3236 (Burkel) Requirements for water appropriations permits modified.

Vice Chair Burkel moved that HF 3236 be laid over for possible inclusion in a future bill.

Vice Chair Burkel moved the H3236DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
