MINUTES

Representative Josh Heintzeman, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 1:00 PM, on April 14, 2026, in Room G3 of the Capitol Building.

A quorum was present.

Vice Chair Burkel assumed the gavel at 1:00 PM.

Chair Heintzeman moved the minutes of April 9, 2025, be approved. THE MOTION PREVAILED.

HF 4787 (Heintzeman) Crow Wing County easement required to be granted.

Chair Heintzeman moved that HF 4787 be laid over for possible inclusion in a future bill.

The following individuals testified on HF 4787:

Tim Prinsen, June Lake LLC.

Ann Pierce, Director of Parks and Trails, Department of Natural Resources.

Chair Heintzeman renewed the motion that HF 4787 be laid over for possible inclusion in a future bill.

Vice Chair Burkel laid over HF 4787.

HF 4261 (Heintzeman) Motorboat operator provisions modified; game and fish license, reporting, and penalty provisions modified; penalties for false statements and alterations of applications, licenses, permits, and registrations created; invasive species provisions modified; and other natural resources provisions modified.

Chair Heintzeman moved that HF 4261 be laid over for possible inclusion in a future bill.

The following individual testified and provided a walkthrough of HF 4261:

Barbara Keller, Legislative Coordinator, Department of Natural Resources.

Representative Warwas moved the H4261A1 amendment.

The following individual testified on the H4261A1 amendment:

Jon Drimel, Section Manager of Forest Operations, Department of Natural Resources.

Representative Warwas withdrew the H4261A1 amendment.

Representative Schultz moved the H4261A2 amendment.

The following individual testified on the H4261A2 amendment:

Robert Gorecki, Lieutenant Colonel, Assistant Director of Department of Natural Resources Enforcement, Department of Natural Resources.

Vice Chair Burkel renewed the motion to adopt the H4261A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Schultz moved the H4261A3 amendment.

The following individual testified on the H4261A3 amendment:

Bob Meier, Assistant Commissioner, Department of Natural Resources.

Vice Chair Burkel renewed the motion to adopt the H4261A3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Heintzeman renewed the motion that HF 4261, as amended, be laid over for possible inclusion in a future bill.

Vice Chair Burkel laid over HF 4261 as amended.


The meeting was adjourned at 2:44 PM.
