HOUSE ENVIRONMENT AND NATURAL RESOURCES FINANCE AND POLICY COMMITTEE MINUTES
Representative Peter Fischer, Co-Chair of the Environment and Natural Resources Finance and
Policy Committee, called the meeting to order at 1:00 PM on Thursday, April 16, 2026, in Room G3 of the Capitol Building.

The Committee Legislative Assistant noted the roll. Members present:

A quorum was present.

Representative Finke moved that the minutes from April 14, 2026 be approved. THE MOTION PREVAILED.

HF4211 (Virnig) – Grant for purchasing and installing a continuous emission monitoring system to measure lead emissions from a permitted facility funded.

Chair Fischer moved that HF4211 be laid over for possible inclusion in a future bill.

Chair Fischer moved the DE3 amendment to HF4211. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Virnig presented HF4211 as amended.

HF3426 (Jordan) – Funding provided from environment and natural resources trust fund, and
prior appropriations extended.

Representative Jordan moved that HF3426 be re-referred to the Ways and Means Committee.

Chair Fischer moved to reconsider the A11 amendment to HF3426. THE MOTION PREVAILED.

Chair Fischer moved the A16 amendment to the A11 amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Chair Fischer moved the A11 amendment, as amended, to HF3426. THE MOTION PREVAILED. THE AMENDMENT AS AMENDED WAS ADOPTED.

Chair Fischer moved the A18 amendment to HF3426. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Co-Chair Heintzeman moved the A14 amendment to HF3426. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Jordan presented HF3426 as amended.

Representative Jordan renewed the motion that HF3426 as amended be re-referred to the Ways and Means Committee. THE MOTION PREVAILED.

HF3793 (Pursell) – Certain users of large amounts of groundwater required to apply for their own water-use permit instead of modifying an existing municipal permit.

Representative Pursell moved that HF3793 be laid over for possible inclusion in a future bill.

Representative Pursell moved the DE5 amendment to HF3793. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Pursell presented HF3793 as amended.

HF3793 as amended was laid over.

HF4819 (Kozlowski) – Funding for study of critical materials in the waste stream provided, and money appropriated.

Chair Fischer moved that HF4819 be laid over for possible inclusion in a future bill.

Representative Kozlowski presented HF4819.
