MINUTES

Representative Davids, Co- Chair of the Ethics Committee, called the meeting to order at 10:00 AM on May 1, 2026, in Room G-3 of the State Capitol Building. A quorum was present.
The Committee Legislative Assistant noted the roll.
Members present:
DAVIDS, Greg, Co-Chair
MOLLER, Kelly, Co-Chair
MYERS, Andrew
KLEVORN, Ginny

Alternate present:
REYER, Liz

Alternate excused:
BENNETT, Peggy

A quorum was present.

Co-Chair Moller moved the minutes of April 28, 2026 be approved. THE MOTION PREVAILED.

The Complainant: Representative Jamie Long presented the complaint against Representative Engen and Representative Hudson.

The Respondent: Representative Elliott Engen opened his presentation, followed by his attorney, Chris Madel.

The committee questioned the Respondent Elliott Engen.

The committee recessed at 11:13 AM.

The committee reconvened at 11:30 AM.

The Respondent: Representative Walter Hudson made his presentation.

The committee questioned the Respondent Walter Hudson.

The committee recessed at 12:09 PM.

The committee reconvened at 1:00 PM.

The Complainants: Representative Spencer Igo made the opening presentation of the complaint.
Representative Isaac Schultz concluded the complaint.

The Respondent: Representative Alex Falconer opened his presentation, followed by his lawyer, David Zoll. Representative Falconer concluded the presentation.

The committee questioned the Respondent Alex Falconer.

Co-Chair Davids moved that the committee go into executive session. THE MOTION PREVAILED.

The committee reconvened at 3:30 PM.

The committee unanimously moved to find no probable cause in the complaint against Representative Engen and Representative Hudson, but moved to clarify the norms and Rules of the House pursuant to Rule 9 of the House Committee on Ethics and Rules of Procedure:
“The House Ethics Committee wishes to clarify the expectations and norms of behavior for the body. House members are expected to attend assigned committees unless excused, do the work of the committee, and treat testifiers with dignity and respect. It is incumbent upon members to bring honor to the body and to uphold the public trust.”

The committee unanimously moved to find no probable cause in the complaint against Representative Alex Falconer.


The meeting was adjourned at 3:32 PM.
