HEALTH FINANCE AND POLICY COMMITTEE MINUTES

Representative Liz Reyer, Vice-Chair of the Health Finance and Policy Committee, called the meeting to order at 1:00 P.M. on Wednesday, March 26th, 2025, in Room 120 of the State Capitol.

The Committee Legislative Assistant noted the roll.

Representative Zeleznikar moved to approve the minutes from March 24, 2025. THE MOTION PREVAILED.

HF1011 (Bierman); Optometrists prescribing and administering drugs limitations modified.

Chair Bierman moved that HF1011 be placed on the General Register.

Chair Bierman presented HF1011.

Chair Bierman renewed the motion that HF1011 be placed on the General Register. THE MOTION PREVAILED.

HF1010(Agbaje); Health occupation definitions amended to include licensed certified midwife, licensure established for certified midwives, civil and criminal penalties established, and medical assistance coverage expanded to licensed certified midwife services.

Chair Bierman moved that HF1010 be re-referred to the Judiciary Finance and Civil Law Committee.

Chair Bierman moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Agbaje presented HF1010, as amended.

HF1913 (Mahamoud); Licensing requirements amended for graduates of foreign medical schools, commissioner of health authorized to remedy violations by employers of limited license holders, employers of limited license holders required to carry medical malpractice insurance, and limited license holders required to provide periodic certification to the medical board.

Chair Bierman moved that HF1913 be laid over for possible inclusion in an omnibus bill.

Representative Mahamoud moves the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mahamoud presented HF1913, as amended.

HF862 (Schomacker); Public postsecondary institutions required to maintain a supply of opiate antagonists on system campuses.

Chair Bierman moved that HF862 be laid over for possible inclusion in an omnibus bill.

Representative Schomacker moved the A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED

Representative Schomacker presented HF862, as amended.
