MINUTES

Representative Backer, Chair of the Health Finance and Policy Committee, called the meeting to order at 1:00 PM, on March 11th, 2026, in Room 120 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Repinski moved the minutes of March 9th, 2026 be approved. THE MOTION PREVAILED.


HF 3521 (Backer) Exception to the hospital construction moratorium provided.

Vice-Chair Nadeau assumed the gavel at 1:01 PM.

Chair Backer moved HF 3521, as amended, before the committee.

Chair Backer moved HF 3521, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.


HF 3563 (Anderson, P.E.) Licensing boards required to take action against a license
or application when a licensee or applicant is convicted of certain theft or fraud
offenses.

Chair Backer assumed the gavel at 1:04 PM.

Representative Knudsen moved HF 3563 before the committee.

Representative Knudsen moved that HF 3563 be re-referred to the Committee on State Government Finance and Policy.

Representative Huot moved HF 82 before the committee.

Representative Huot moved that HF 82 be recommended to pass and be placed on the General Register.

Representative Huot moved the H0082A1-2 amendment before the committee. THE AMENDMENT WAS ADOPTED.

criminal penalties provided.

Representative Reyer moved HF 2689 before the committee.

Representative Reyer moved that HF 2689 be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Reyer moved the H2689A2 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Vice-Chair Nadeau moved HF 1794 before the committee.

Vice-Chair Nadeau moved the H1794A1 amendment before the committee. THE AMENDMENT WAS ADOPTED.

Vice-Chair Nadeau moved that HF 1794, as amended, be recommended to pass and be placed on the General Register.

veterans discontinued.

Representative Repinski moved HF 3544 before the committee.

Representative Repinski moved HF 3544 be recommended to pass and be placed on the General Register.

Representative Repinski moved the H3544A1 before the committee. THE AMENDMENT WAS ADOPTED.
