HIGHER EDUCATION FINANCE AND POLICY COMMITTEE MEETING MINUTES

Representative Dan Wolgamott, Chair of the Committee on Higher Education Finance and Policy Committee, called the meeting to order at 1:00 PM on March 12, 2026, in Room Capitol G23 in the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Coulter moved the minutes of March 10, 2026, be approved. THE MOTION PREVAILED.

HF3432 (Rehrauer) - Resident tuition rates provided to individuals who move to Minnesota for employment purposes

Representative Wolgamott moved that HF3432 be laid over.

Representative Wolgamott moved the A2 amendment to HF3432. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wolgamott moved the A1 amendment to HF3432. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Wolgamott renewed the motion that HF3432 as amended be laid over.

The bill was laid over as amended.

HF3411 (Coulter) - Access by federal immigration officers to public postsecondary campuses limited, and access to educational data modified.

Representative Coulter moved that HF3411 be re-referred to the Judiciary Finance and Civil Law Committee.

Representative Wolgamott moved the A4 amendment to HF3411. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Representative Schwartz moved the HF3411DE1 amendment to HF3411.

Representative Rarick requested a roll call.
