HIGHER EDUCATION FINANCE AND POLICY COMMITTEE

MINUTES

Representative Robbins, Chair of the Higher Education Finance and Policy Committee, called the meeting to order at 1:01 PM, on April 9, 2026, in Room G23 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Scott moved to approve the minutes of March 26, 2026 as corrected. THE MOTION PREVAILED.

HF4698 (Duran) Minnesota State Colleges and Universities funding provided for identity verification software to combat enrollment fraud, and money appropriated.

Chair Robbins moved HF4698 before the committee with the recommendation it be laid over.

Chair Robbins laid over HF4698.

HF4608 (Koznick) Certain disclosures and implementation of a corequisite model related to developmental courses required, and report required.

Chair Robbins moved HF4698 before the committee with the recommendation it be laid over.

Representative Allen presented HF4608.
