MINUTES

Representative Igo, Chair of the Housing Finance and Policy Committee, called the meeting to order at 3:02 PM, on Tuesday, March 17, 2026, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Howard moved the minutes of Wednesday, March 11, 2026, be approved. THE MOTION PREVAILED.

HF4141 (Johnson, W.) Criminal penalty provided for assaulting housing and redevelopment authority employees.

Representative Johnson, W. moved HF4141 before the committee.

Testifiers:
Melissa Taphorn, Executive Director, Washington County Community Development Agency Terri Smith, Director, Metropolitan Council Housing and Redevelopment Authority

Representative Johnson, W. renewed the motion that HF4141 be laid over.

Representative Dotseth assumed the gavel at 3:14 PM.

HF3951 (Igo) Submetered utility service final billing for vacating tenants provided, and provisions related to the payment of rent by tenants modified.

Chair Igo moved HF3951 be re-referred to the Judiciary Finance and Civil Law Committee.

Chair Igo moved the H3951A1 amendment. THE AMENDMENT WAS ADOPTED.
