HOUSING FINANCE AND POLICY COMMITTEE MEETING MINUTES

Representative Michael Howard, Chair of the Committee on Housing Finance and Policy, called the meeting to order at 3:01 P.M. on Wednesday, March 11, 2026, in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Howard moved that the minutes of March 10, 2026, be approved. THE MOTION PREVAILED.

HF 3403 (Kozlowski) - Onetime emergency rental assistance aid for counties established, and money appropriated.

Chair Howard moved that HF 3403 be re-referred to the Committee on Taxes.

Chair Howard moved the DE2 amendment to HF 3403. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Vice-Chair Kozlowski presented HF 3403 as amended.

HF 2687 (Agbaje) Single-family home ownership restricted for corporate entities, increased deed tax rates on conveyances of single-family homes provided to corporate owners, state portion of revenues dedicated from the increased deed tax rates for the workforce and affordable homeownership program, and statewide landlord database created.

Chair Howard moved that HF 2687, as amended, be re-referred to the Committee on Judiciary Finance and Civil Law.

Representative Agbaje presented HF 2687 as amended.

Chair Howard moved that HF 2381 be re-referred to the Judiciary Finance and Civil Law Committee.

Chair Howard moved the A12 amendment to HF 2381. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.
