HOUSING FINANCE AND POLICY COMMITTEE MEETING MINUTES

Representative Michael Howard, Co-Chair of the Committee on Housing Finance and Policy, called the meeting to order at 3:01 P.M. on Wednesday, March 25, 2026, in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Howard moved that the minutes of March 24, 2026, be approved. THE MOTION PREVAILED.

HF 2740 (Howard) - Report on the affordable housing industry required, maximum compliance period for certain low-income tax credit commitment requirements set, commissioner of Minnesota Housing Finance Agency required to identify avenues for potential regulatory relief to affordable housing providers, and money appropriated.

Chair Howard moved that HF 2740 be re-referred to the General Register.

Chair Howard moved the DE1 amendment to HF 2740. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Chair Howard renewed the motion that HF 2740, as amended, be re-referred to the General Register. THE MOTION PREVAILED.

HF 2901 (Rehrauer) A bill for an act relating to housing; expanding allowable uses of funds in the Minnesota housing tax credit contribution account to include funding supportive services in supportive housing; amending Minnesota Statutes 2024, section 462A.40, subdivision 2.

Representative Rehrauer moved HF 2901 before the committee.

Representative Rehrauer moved the A1 amendment to HF 2901. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Rehrauer presented HF 2901 as amended.

Chair Howard moved HF 4443 before the committee.

Representative Feist presented HF 4443.
