HOUSING FINANCE AND POLICY COMMITTEE MEETING MINUTES

Representative Michael Howard, Co-Chair of the Committee on Housing Finance and Policy, called the meeting to order at 3:00 P.M. on Wednesday, April 15, 2026, in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Igo assumed the gavel.

Chair Igo moved that the minutes of April 8, 2026, be approved. THE MOTION PREVAILED.

HF 1141 (Howard) - Issuance of housing infrastructure bonds authorized, and money
appropriated.

Chair Howard moved that HF 1141 be re-referred to the committee on Ways and Means.

Chair Howard moved the DE2 amendment to HF 1141.

Chair Howard moved the A1 amendment to the DE2 amendment to HF 1141. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Chair Howard moved the A4 amendment to the DE2 amendment to HF 1141. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Rep. Norris moved the A2 amendment to the DE2 amendment to HF 1141.

Rep. Norris withdrew the A2 amendment to the DE2 amendment to HF 1141.

Chair Igo moved the A3 amendment to the DE2 amendment to HF 1141.

Chair Igo withdrew A3 amendment to the DE2 amendment to HF 1141.

Chair Howard renewed the motion to adopt the DE2 amendment, as amended, to HF 1141. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.
