HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:15 AM on Tuesday, February 26, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Norris moved the minutes of February 25, 2026, be approved. THE MOTION PREVAILED.

HF 3423 (Hicks) – Requirements for provider enrollment in medical assistance modified.

Representative Hicks moved HF 3423 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Hicks presented HF 3423.

Representative Hicks moved the HF3423DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hicks renewed the motion that HF 3423, as amended, be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

HF 2354 (Norris) – Medicaid fraud provisions, subpoena and enforcement authority, penalties imposed, and money appropriated.


Representative Norris moves HF 2354 be re-referred to Judiciary Finance and Civil Law Committee.

Representative Norris presented HF 2354.

Representative Norris moved the HF2354A5 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris renewed the motion that HF 2354, as amended, be re-referred to the Judiciary Finance Civil Law Committee. THE MOTION PREVAILED.

HF 3634 (Noor) – Expansion of electronic visit verification.

Chair Noor moved HF 3634 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Chair Noor presented HF 3634.

Chair Noor renewed the motion that HF 3634, be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

TESTIMONY AND MATERIALS SUBMISSION DEADLINE: Individuals wishing to testify or submit written testimony or handouts for the hearing must email the committee administrator, Simon Brown (simon.brown@house.mn.gov) by 12 p.m. (noon) the day prior to the hearing. Required testimony information includes name, organization and title (if applicable), email, phone number, and position on the bill. Handouts must be in PDF format with OCR capability.
