HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Heather Keeler, Vice-Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:15 AM on Wednesday, March 4, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Frederick moved the minutes of March 3, 2026, be approved. THE MOTION PREVAILED.

HF 3378 (Bierman) – Due date of the pediatric hospital-to-home transition pilot program report modified.

Representative Keeler moved HF 3378 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Bierman presented HF 3378.

Representative Keeler moved the HF3378A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Keeler renewed the motion that HF 3378, as amended, be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

Chair Noor assumed the gavel at 8:22 AM

HF 2295 (Virnig) – Dakota County mental health crisis services funding provided, and money appropriated.

Representative Virnig moved HF 2295 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Virnig presented HF 2295.

Representative Virnig renewed the motion that HF 2295, as amended, be re-referred to the Judiciary Finance Civil Law Committee. THE MOTION PREVAILED.

HF 3520 (Gillman) – Intensive residential treatment services and intensive nonresidential rehabilitative mental health services requirements modified, and room and board services specified to be eligible for behavioral health fund payment.

Representative Gillman moved HF 3520 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Gillman presented HF 3520.

Representative Fischer moved HF 3666 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Fischer presented HF 3666.

Representative Fischer moved the HF3666A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gillman moved the HF3666A2 amendment.

Representative Gillman presented the HF3666A2 amendment.

Representative Gillman withdrew the HF3666A2 amendment.
