HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:15 AM on Tuesday, March 10, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Fischer moved the minutes of March 5, 2026, be approved. THE MOTION PREVAILED.

HF 3797 (Fischer) – Definition of partnership policy expanded for purpose of the Minnesota partnership for long-term care program.

Representative Fischer moved HF 3797 be re-referred to the Commerce Finance and Policy Committee.

Representative Fischer presented HF 3797.

Representative Fischer renewed the motion that HF 3797 be re-referred to the Commerce Finance and Policy committee. THE MOTION PREVAILED.

HF 3780 (Hicks) – Community first services and supports requirements for shared services clarified, wage increases for support workers providing shared services required, and community first services and supports definitions renumbered.

Representative Hicks moved HF 3780 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Hicks presented HF 3780.

Representative Hicks renewed the motion that HF 3780 be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

Representative Keeler assumed the gavel at 9:01 AM.

HF 4068 (Noor) – Commissioner’s authority to impose sanctions against individuals or entities that receive payments from medical assistance or provide goods or services for which payment is made from medical assistance clarified, and medical assistance sanctions and monetary recovery provision recodified.

Representative Noor moved HF 4068 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Fischer moved the HF4068A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Noor presented HF 4068, as amended.
