HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:15 AM on Thursday, March 12, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Keeler moved the minutes of March 11, 2026, be approved. THE MOTION PREVAILED.

HF 3174 (Fraizer) – Chief judge of the Office of Administrative Hearings allowed to set aside certain permanent disqualifications.

Representative Noor moved HF 3174 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Noor moved the HF3174A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Frazier presented HF 3174, as amended.

Representative Noor renewed the motion that HF 3174, as amended, be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

HF 3800 (Hicks) – Individual authorized budget reduction limit on reductions resulting from implementation of waiver reimagine phase II established, and cost-of-living adjustment in the waiver reimagine phase II methodology required.

Representative Hicks moved HF 3800 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.
