HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:15 AM on Wednesday, March 18, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Fischer moved the minutes of March 17, 2026, be approved. THE MOTION PREVAILED.

HF 3935 (Klevorn) – Training requirements related to individuals with disabilities
for substance use disorder treatment and mental health treatment staff added.

Chair Noor moved HF 3935 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Chair Noor moved the HF3935A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Klevorn presented HF 3935, as amended.

HF 2216 (Moller) – Conditions for admission to or continued residence in certain facilities prohibited, review and approval of increases in amounts charged by assisted living facilities required, termination or nonrenewal of assisted living contracts on certain grounds prohibited, and arbitration in assisted living contracts governing provisions modified.

Chair Noor moved HF 2216 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Chair Noor moved the HF2216DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moller presented HF 2216, as amended.

Representative Frederick moved HF 4354 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.
