HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:15 AM on Wednesday, March 25, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Schomacker moved the minutes of March 24, 2026, be approved. THE MOTION PREVAILED.

HF 4210 (Fischer) – Senior nutrition programs modified.

Representative Fischer moved HF 4210 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Fischer presented HF 4210.

Representative Fischer renewed the motion that HF 4210 be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

HF 4212 (Virnig) – Access to certain information allowed, references to chapter 144D removed, documentation on use of patient restraints required, and change of ownership provisions clarified.

Representative Virnig moved HF 4212 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.


Representative Virnig moved the HF4212A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 4464 (Fischer) – Behavioral health administration policy bill; changes made to requirements for licensing and funding for mental health and substance use disorder services.

Representative Fischer moved HF 4464 to be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

Representative Fischer moved the HF4464A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 4447 (Noor) – Based grant rider information report required.

Chair Noor moves HF 4447 be placed on the General Register.

Chair moved the HF4447A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
