MINUTES

Representative Schomacker, Chair of the Human Service Finance and Policy Committee, called the meeting to order at 8:15 AM on April 14, 2026, in Room 123 of the State Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Gander moved the minutes of April 9, 2026, be approved. THE MOTION PREVAILED.

HF4421 (Duran) County cost-share requirements for economically distressed
counties modified, and opiate epidemic response fund appropriation modified.

Chair Schomacker moved HF4421 be re-referred to the Tax Committee.

Chair Schomacker moved to adopt the H4421A1 amendment. THE AMENDMENT WAS ADOPTED.

Chair Schomacker renewed the motion that HF4421, as amended, be re-referred to the Tax Committee.

HF1937 (Reyer) Program for All-Inclusive Care for the Elderly service delivery system
implemented.

Chair Schomacker moved HF1937 before the committee to be laid over.

Chair Schomacker moved to adopt the H1937A26 amendment. THE AMENDMENT WAS ADOPTED.

provisions modified, and money appropriated.

Chair Schomacker moved HF4715 before the committee to be laid over.

Chair Schomacker renewed the motion that HF4715 be laid over.

HF4684 (Robbins) Nonemergency medical transportation providers require vehicles
equipped with a global positions system and rear-facing camera, compile
information for each trip, and retain recordings for two years.

Chair Schomacker moved HF4684 before the committee to be laid over.
