HUMAN SERVICES FINANCE & POLICY MEETING MINUTES

Representative Mohamud Noor, Chair of the Human Services Finance and Policy Committee, called the meeting to order at 8:16 AM on Wednesday, April 15, 2026, in Room 123 of the Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Schomacker moved the minutes of April 14, 2026, be approved. THE MOTION PREVAILED.

HF 4338 (Schomacker) –Program integrity finance package

Chair Schomacker moved that HF 4338 be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

Nonpartisan staff presented the Human Services Budget Bill.

Chair Schomacker renewed the motion that HF 4348 be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.


HF 4207 (Howard) – Housing provisions modified, income provisions modified, eligible uses for housing aid funds clarified, and technical changes made.

Chair Noor moved that HF 4207 be laid over for possible inclusion in the Human Services Finance and Policy committee omnibus bill.

Representative Howard presented HF 4207.

Chair Noor renews the motion that HF 4207 be laid over for possible inclusion in the Human Services Finance and Policy omnibus bill.

The meeting was adjourned at 9:59 AM.

This is the vehicle for the Human Services finance bill dedicated to program integrity.
The DE amendment will be posted as early as possible on Tuesday, April 14.
We will walk through the bill and take public testimony on Wednesday, April 15.
We will mark up and pass the bill on Thursday, April 16.
