MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:17 A.M. on February 24, 2026 in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Mahamoud moved that the minutes of February 19, 2026 be approved. THE MOTION PREVAILED.

Presentation on the State of Civil Rights in Minnesota.

Presenters:

HF3477 (Long): Cause of action for violations of civil rights under color of law created, and state and local collaboration agreements with federal law enforcement agencies regulated.

Chair Liebling moved that HF3477 be recommended to be placed on the General Register.

Representative Long presented his bill.

Representative Bliss requested a roll call vote on the bill.

Representative Duran moved the H3477A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Scott moved the H3477A2 Amendment.

Mary Davis, Legislative Analyst, House Research, responded to member questions.

Chair Scott renewed her motion to adopt the H3477A2 Amendment. THE MOTION DID NOT PREVAIL.

Vice Chair Hudson moved the H3477A3 Amendment.

John Walz, House Fiscal Analyst, responded to member questions.

Vice Chair Hudson renewed his motion to adopt the H3477A3 Amendment. THE MOTION DID NOT PREVAIL.

Chair Scott moved that HF3477, as amended, be re-referred to the Committee on State Government Finance and Policy instead of the General Register and requested a roll call vote on the motion.

After discussion, the committee agreed to change the re-referral to the Committee on State Government Finance and Policy and Chair Scott withdrew her motion for a roll call.

Chair Liebling moved that HF3477 be re-referred, as amended, to the Committee on State Government Finance and Policy.

A roll call, having been requested earlier, was taken. The results were as follows:

Representative Feist moved that HF103 be re-referred to the Committee on Public Safety Finance and Policy.

Representative Feist presented her bill.
