MINUTES

Representative Scott, Chair of the Judiciary Finance and Civil Law Committee, called the meeting to order at 10:18 AM, on ¬¬¬¬March 5th, 2026, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Curran moved the minutes of March 3rd, 2025 be approved. THE MOTION PREVAILED.


HF3874 (Liebling) Chief justice security provided, base funding beginning in fiscal year 2028 redistributed, judicial branch funding provided, and money appropriated.

Chair Liebling moved HF3874 before the committee to be laid over for possible inclusion in the committee finance bill.

Testifiers:

Jeff Shorba, State Court Administrator;
Chief Judge Michael Fritz, 7th Judicial District.

Chair Scott renewed the motion that HF3874 be laid over for possible inclusion in the committee finance bill.

HF3875 (Liebling) Publication process for court notices clarified; provisions regarding restitution, conciliation court, juror data, and no-fault arbitration modified; notices to public authorities clarified; and Supreme Court Council on Child Protection expiration date modified.

Chair Liebling moved HF3875 before the committee to be laid over for possible inclusion in the committee policy bill.

Chair Liebling moved to adopt the A1 amendment. THE MOTION PREVAILED.

Chair Scott moved HF3875 to be laid over as amended for possible inclusion in the committee policy bill.


HF3378 (Schomacker) Commissioner of human services required to release unredacted initial Optum reports.

Chair Scott moved that HF3378 be placed on the General Register.

Representative Curran moved to adopt the A5 amendment. THE MOTION PREVAILED.

Chair Liebling moved to adopt the A4 amendment. THE MOTION PREVAILED.

Chair Scott renewed the motion that HF3378 as amended be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 12 PM.
