MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:15 A.M. on March 3, 2026 in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Feist moved that the minutes of February 24, 2025 be approved. THE MOTION PREVAILED.

Representative Moller moved that the minutes of February 26, 2025 be approved. THE MOTION PREVAILED.

HF3661 (Gomez): Acquisition and use of facial recognition technology by government entities prohibited.

Representative Feist moved that HF3661 be re-referred to the Committee on Public Safety Finance and Policy.

Representative Feist moved the H3661A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Feist presented the bill as amended.

HF2380 (Hicks): Discrimination based on disability status prohibited.

Chair Liebling moved that HF2380 be recommended to be placed on the General Register.

Chair Liebling moved the H2380DE1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hicks presented her bill as amended.

HF3468 (Huot): Civil action against a person for failure to render aid in certain circumstances permitted.

Chair Liebling moved that HF3468 be laid over for possible inclusion in the Judiciary Finance and Civil Law Committee bill.

Representative Huot presented his bill.

Chair Liebling laid over HF3468 for possible inclusion in the Committee bill.
