MINUTES

Representative Scott, Chair of the Judiciary Finance and Civil Law Committee, called the meeting to order at 10:15 AM, on ¬¬¬¬March 12th, 2026, in Room G3 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Stier moved the minutes of March 10th, 2025 be approved. THE MOTION PREVAILED.


HF3560 (Niska) Uniform Electronic Estate Planning Documents Act enacted.

Chair Scott moved HF3560 before the committee and recommended it be placed on the General Register.

Testifiers:

Kim Lowe, Uniform Laws Commission;
Cameron Kelly, Attorney, Minnesota State Bar Association.

Chair Scott renewed the motion that HF3560 be placed on the General Register. THE MOTION PREVAILED.

HF3295 (Gordon) Open Meeting Law: meeting broadcasting through social media authorized.

Chair Scott moved HF3295 before the committee and recommended that it be re-referred to the Committee on Elections Finance and Government Operations.

Chair Scott renewed the motion that HF3875 be re-referred to the Committee on Elections Finance and Government Operations. THE MOTION PREVAILED.


HF 2937 (McDonald) Use of parenting consultants in family court cases regulated.

Chair Scott moved HF2937 before the committee.

Chair Scott moved to adopt the A1 amendment. THE MOTION PREVAILED.

Testifiers:

Sara Brisco, constituent, District 29A;
Molly K. Olson, Minnesota citizen and resident of District 41A, Center for Parental Responsibility – Founder.

Chair Scott moved HF2937 as amended be laid over.

HF 3541 (Bliss) Protection for veterans provided in the Minnesota Human Rights Act.

Representative Bliss moved HF3541 before the committee with the intent to be laid over.

Representative Bliss moved to adopt the A3 amendment. THE MOTION PREVAILED.

Testifiers:

Jon Kelly, MPA, Director of Government Affairs, Minnesota Department of Veterans Affairs; Nick Slade, Deputy General Counsel, Minnesota Department of Military Affairs.

Representative Bliss renewed the motion that HF3541 as amended be laid over.
