JUDICIARY FINANCE AND CIVIL LAW COMMITTEE

MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:15 A.M. on March 17, 2026 in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Chair Scott moved that the minutes of March 12, 2026 be approved. THE MOTION PREVAILED.

HF3479 (Freiberg) FIRST ENGROSSMENT: Right to postpone a mortgage sale clarified.

Chair Liebling moved that HF3479 FIRST ENGROSSMENT be recommended to be placed on the General Register.

Chair Liebling moved the H3479A2 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Freiberg presented his bill as amended.

Chair Liebling renewed her motion that HF3479 FIRST ENGROSSMENT, as amended, be recommended to be placed on the General Register. THE MOTION PREVAILED.

HF4205 (Tabke): Automated license plate reader data restrictions enhanced, data centralized in Bureau of Criminal Apprehension, and use of automated license plate readers by private entities regulated.

Chair Liebling moved that HF4205 be re-referred to the Committee on Public Safety Finance and Policy.

Chair Liebling moved the H4205A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Tabke presented his bill as amended.

HF3782 (Moller) FIRST ENGROSSMENT: Disclosure of chemical irritants used in certain
buildings required.

Representative Moller moved that HF3782 FIRST ENGROSSMENT be recommended to be placed on the General Register.

Representative Moller moved the H3782A1 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Moller presented her bill as amended.

Representative Moller renewed her motion to place HF3782 FIRST ENGROSSMENT, as amended, on the General Register. THE MOTION PREVAILED.

HF4081 (Greenman): Possession of semiautomatic military-style assault weapons banned, and criminal penalties provided.

Chair Liebling moved that HF4081 be laid over for possible inclusion in the committee bill.

Representative Greenman presented her bill.

HF4138 (Scott): Requirements for social media platforms related to accounts for minors established, and enforcement mechanisms for regulations on child social media accounts established.

Chair Scott moved that HF4138 be re-referred to the Committee on Commerce Finance and Policy.

Chair Scott moved the H4138A2 Amendment with the following oral amendment incorporated:

Page 1, Line 16, delete the comma and insert “or” and delete “, or is about”
Page 1, Line 17, delete “to engage in,”

THE MOTION PREVAILED AND THE H4138A2 AMENDMENT, AS AMENDED, WAS ADOPTED.
