Representative Liebling, Chair of the Committee, called the meeting to order at 10:15 A.M. on March 26, 2026 in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

SF1750 (Bahner) FIRST UNOFFICIAL ENGROSSMENT: Common interest communities powers and duties modified; unit owner rights modified; termination threshold modified; dispute resolution options required; notice of meetings modified; late fees, fines, and attorney fees limited; foreclosure requirements modified; and local governments prohibited from requiring creation of homeowners associations.

Chair Liebling moved that SF1750 First Unofficial Engrossment be recommended to be placed on the General Register.

Chair Liebling moved the S1750DE13 Amendment.

Mary Davis, House Research, responded to member questions.

Chair Liebling moved to amend the S1750DE13 Amendment as follows:

Page 15, line 8, delete, “The unit owner has the right”

Page 15, line 9, delete, “to be represented by an attorney or a designated representative.”

HF3946 (Moller) FIRST ENGROSSMENT: Law enforcement agencies required to report information in domestic abuse cases, arrests for suspected nonfelony domestic abuse authorized, person arrested for suspected domestic abuse required to be held in custody until the person's first court appearance, Task Force on Improving Responses to Domestic Violence Crimes established, annual reports required, and money appropriated.

Representative Moller moved that HF3946 First Engrossment be re-referred to the Committee on Ways and Means.

Representative Moller moved the H3946A6 Amendment.

HF3875 (Liebling): Publication process for court notices clarified; provisions regarding restitution, conciliation court, juror data, and no-fault arbitration modified; notices to public authorities clarified; and Supreme Court Council on Child Protection expiration date modified.

Chair Liebling moved to adopt the H3875A5 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.
