MINUTES

Representative Liebling, Chair of the Committee, called the meeting to order at 10:16 A.M. on April 9, 2026 in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Scott moved that the minutes of March 25, 2026 be approved. THE MOTION PREVAILED.

HF4077 (Greenman) FIRST ENGROSSMENT: Municipalities prohibited from entering into nondisclosure agreements or contracts that restrict the municipality from disclosing information about projects using public funding.

Chair Liebling moved that HF4077 First Engrossment be recommended to be placed on the General Register.

Representative Greenman and Representative Roach presented the bill.

HF3809 (Dotseth): Requirements in an expedited eviction process modified.

Chair Liebling moved that HF3809 be recommended to be placed on the General Register.

Chair Liebling moved the H3809DE4 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Dotseth and Representative Hussein presented the bill as amended.

Chair Liebling renewed her motion to place HF3809, as amended, on the General Register. THE MOTION PREVAILED.

HF3363 (Freiberg) FIRST ENGROSSMENT: Campaign Finance; street address classified as private data; Campaign Finance and Public Disclosure Board prohibited from posting private data on its website; noncampaign disbursement use provided for security-related expenses; campaign finance laws modified; disclaimer requirements modified; Campaign Finance and Public Disclosure Board, local governments, and school districts required to remove, modify, and repost reports and statements on websites; certification requirements to have an address classified as private data on an affidavit of candidacy removed; and definitions provided and amended.

Chair Liebling moved that HF3363 First Engrossment be recommended to be placed on the General Register.

Representative Freiberg presented his bill.

Chair Scott moved the H3363A17 Amendment.

Chair Scott renewed her motion to adopt the H3363A17 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling moved the H3363A16 Amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Liebling renewed her motion to place HF3363 First Engrossment, as amended, on the General Register. THE MOTION PREVAILED.

HF3874 (Liebling): Chief justice security provided, base funding beginning in fiscal year 2028 redistributed, judicial branch funding provided, and money appropriated.

Chair Liebling moved that HF3874 be laid over for possible inclusion in a committee bill.

Chair Liebling presented her bill.
