MINUTES

Representative Scott, Chair of the Judiciary Finance and Civil Law Committee, called the meeting to order at 10:17 AM, on ¬¬¬¬April 14th, 2026, in Room G23 of the Capitol Building. A quorum was present.

The Committee Legislative Assistant noted the roll.

Representative Novotny moved the minutes of April 9th, 2026 be approved. THE MOTION PREVAILED.

The Office of the Legislative Auditor presented on “Guardianship of Adults”.

Testifiers:

Judy Randall, Legislative Auditor, Office of the Legislative Auditor;
Jodi Rodriguez, Deputy Legislative Auditor, Office of Legislative Auditor, Program Evaluation Division;
Jamie Majerus, Audit Manager, Minnesota Judicial Branch;
Kayla Dube, Senior Attorney, State Court Administrator’s Office, Legal Counsel Division.

HF 3901 (Johnson, W.) Investigative powers added to the Office of the Foster Youth Ombudsperson.

Chair Scott moved HF3901 before the committee.

Chair Scott moved to adopt the A26 amendment. THE MOTION PREVAILED.

Testifiers:

Jill Kehaulani Esch, Esq. Ombudsperson for American Indian Families.

Chair Scott moved that HF3901, as amended, be laid over.

HF 4428 (Nadeau) Community engagement requirements established for the medical assistance program.

Chair Scott moved HF4428 before the committee.

Chair Scott moved to adopt the A1 amendment. THE MOTION PREVAILED.

Chair Scott moved that HF4428, as amended, be laid over.

HF 4478 (Frederick) Direct Care and Treatment data requirements modified.

Representative Moller moved that HF4478 be placed on the General Register.

Chair Scott moved to adopt the DE2 amendment. THE MOTION PREVAILED.

Representative Moller renewed the motion that HF4478, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 1775 (Pinto) Criminal case information reporting required, and money appropriated.

Representative Moller moved that HF1775 be re-referred to the Committee on Public Safety Finance and Policy.

Representative Moller renewed the motion that HF1775 be re-referred to the Committee on Public Safety Finance and Policy. THE MOTION PREVAILED.
