WORKFORCE, LABOR, AND ECONOMIC DEVELOPMENT FINANCE AND POLICY COMMITTEE MEETING MINUTES

Representative Dave Pinto, Chair of the Committee on Workforce, Labor, and Economic Development Finance and Policy, called the meeting to order at 8:19 A.M. on Tuesday, April 14, 2026, in Room G3 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Baker moved that the minutes of April 9, 2026, be approved. THE MOTION PREVAILED.

HF 4884 (Pinto) Jobs and economic development supplemental appropriations provided, competitive grants established, emergency relief loans for small businesses provided, construction codes and licensing modified, and money appropriated.

Chair Pinto presented HF 4884 on an informational basis.

• Nicole Blissenbach, Commissioner, Department of Labor and Industry

Chair Pinto laid over HF 4884 for possible inclusion in a Budget Bill.

HF 4598 (Baker) Building code administration modified

Chair Baker moved HF 4598 before the committee.

Chair Baker moved the H4598A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Baker presented HF 4598 as amended.

Chair Pinto laid over HF 4598 as amended for possible inclusion in a Budget Bill.

HF 3732 (Pinto) Different unfunded programs of the Department of Employment and Economic Development repealed, and conforming changes made.

Chair Pinto moved HF 3732 before the committee.

Chair Pinto moved the H3732DE1 amendment.

Chair Pinto moved the H3732A1 amendment to the H3732DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT, TO THE AMENDMENT, WAS ADOPTED.

Chair Pinto moved the H3732DE1 amendment as amended. THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Chair Pinto presented HF 3732 as amended.
