MINUTES

Representative Niska, Co-Chair of the Rules and Legislative Administration Committee, called the meeting to order at 10:15 AM, on April 15th, 2026, in Room G23 of the State Capitol Building. A quorum was present.


The Committee Legislative Assistant noted the roll.

Representative Scott moved that the minutes from April 9th, 2026, be adopted. THE MOTION PREVAILED.

Chair Niska moved the adoption of the Calendar for the Day pursuant to rule 1.21 & 3.33, The Committee on Rules and Legislative Administration designates Monday, April 20th, 2026, for the adoption of the Calendar for the Day. THE MOTION PREVAILED.

HF3900 (Igo) Permanent school fund investment, management, and distribution policy modified; and constitutional amendment proposed.

Chair Niska moved that HF3900 be placed on the General Register.

Testifiers:

Andrew Krech, Director, Minnesota State Board of Investment

Chair Niska renewed the motion that HF3900 be placed on the General Register. THE MOTION PREVAILED.

HF1849 (Gordon) Term limits provided for governor and lieutenant governor, and constitutional amendment proposed.

Chair Niska moved HF1849 before the committee.

Chair Niska laid over HF1849.

Chair Niska moved to approve the 2026-R13A Resolution.
